During the 1990s, the city of Amsterdam, housing corporations and private stakeholders, with the support of the central government, have started a massive program of urban renewal in the districts of the Western Garden Cities. Targets of these urban policies are ‘problematic neighborhoods’. This vague expression was first defined in economic terms (concentration of poor households) while in recent years, it has shifted towards a more ethnic-based meaning (concentration of immigrants households). Obvi-ously, the two categories overlap but the shift in empathy and the possi-bility of populist grip is very different.
